What is the difference between the “Project” (P) and “Working Draft” (WD) stages?
The “Project” stage consists of approval documentation that requires further development of individual working drawings. It is used for complex projects (consequence classes CC2 and CC3) and is subject to mandatory expert review. In contrast, the “Working Design” combines the approval section and detailed drawings into a single document, which significantly speeds up the start of construction for less complex projects (CC1, CC2) or during major renovations.
Why is it necessary to conduct pre-project work (PP)?
Preliminary design work is necessary to assess the feasibility of locating a facility on a specific site before full-scale design begins. At this stage, maximum permissible parameters (number of stories, building footprint) are determined, red lines and sanitary zones are analyzed, and an investment proposal is developed to assess financial viability.
Why is a feasibility study (FS) prepared?
Feasibility studies and technical-economic analyses are developed to provide a comprehensive justification of the necessity and economic viability of a construction project. This document allows for the comparison of several alternative solutions, the calculation of the maximum cost (budget estimate), the assessment of environmental impacts, and the establishment of an official legal basis for attracting investment or budgetary funds.
What is included in the “Working Documentation” (R)?
“Working documentation” includes comprehensive and detailed working drawings, diagrams, and assemblies, as well as specifications for equipment and construction materials with clear quantities for procurement. Local cost estimates for mutual settlements are also developed. This set of documents is created based on the approved “Design” stage and is delivered to general contractors directly at the construction site.
How is a facility commissioned during martial law?
The process involves preparing the construction documentation (technical specifications, surveying) and submitting a declaration (via “Diy” for CC1) or obtaining a certificate (for CC2/CC3). During martial law, the commissioning of facilities is carried out in accordance with the special simplifications and provisions established by Resolution No. 722 of the Cabinet of Ministers of Ukraine dated June 24, 2022.
